Priest going through the motions, which is something a Priest fan is unaccustomed to. The guitarists sound unusually mechanical and the band also hired a Halford-wannabe. The band is completely uninspired creatively. This version of the band sounds inspired by little more than cash. Thus, you have an album that is deriviative and saturated with metal/Priest cliches. Put on "Defenders" and listen to this and there is no way you can reasonably assign more stars than I did to this album.
